Vestland supports stricter requirements for the offshore fleet
In a proposed regulatory change, Norway has expressed a clear goal to reduce greenhouse gas emissions from vessels used in petroleum activities on the Norwegian continental shelf, while also promoting the development of zero-emission solutions for offshore and other shipping segments.

Will drive a change
The proposed regulation suggests that the requirements take effect from 1 January 2029, with gradual tightening towards 2040, aiming for a 40% emission reduction by then. When sanctioned, the proposal would require operators on the continental shelf to gradually reduce emissions from vessels involved in petroleum operations.
On behalf of the Ministry of Climate and Environment, The Norwegian Environment Agency, has sent proposed regulatory climate requirements for offshore vessels out for public consultation. In their last meeting, Vestland County clearly supports the purpose of reducing emissions and promoting zero-emission technologies and market development for ships in the offshore segment.

Aligning with Norway’s naional climate targets
However, Vestland County Council argues that the climate requirements for offshore vessels must align with Norway’s national climate targets and the EEA Agreement.
In a consultation statement, the council recommends adjusting the regulation to match Norway’s commitment to a minimum 55% reduction by 2030, with corresponding progression towards 2040 and 2050.
The county also emphasizes that they support technology-neutral requirements that encourage innovation and rapid development of sustainable solutions in the maritime sector.
